白沙本岛开发项目

1.项目位置

白沙位于普陀区东部海域，西北与海天佛国普陀山隔海相望，与洛迦山一水之隔，西与朱家尖相距2.2公里，由白沙、柴山2个住人岛和25个无人岛组成，陆域面积2.88平方公里。

2.人文历史

据记载，白沙很早以前就有人类活动，现住居民已有630年住岛历史，早在公元前八世纪，唐朝与日本、新罗国之间就开辟了丝绸之路东海道航线。经明州（现宁波）出发，就经过白沙诸岛的东亭海域（外洋鞍）向东直航。东亭山则是这条航线进入中国的第一座岛屿，因此白沙很早以前就有“中国丝绸之路、东海第一站”之说。唐代王维诗“静观素鲔，俯映白沙。山鸟群飞，日隐轻霞。”诗中的素鲔即是鲭鱼，产于东海。同时，白沙诸岛地处海角天涯，境内海蓝天碧，礁奇石秀，是爱神的天堂乐园。正可谓“海不枯，石不烂，恩爱百年，深情永在浩荡海天之间。因此，“爱神岛”的文化内涵，海钓基地的诱人魅力，以及“若无三分武艺子，难吃洋鞍带鱼丝。”的民间语句，均勾画出白沙岛独特的旅游休闲之源。白沙先后被命名为首批小康乡镇、省级卫生乡、省级生态乡、省级文明乡、国家级海钓培训基地、省级渔业休闲基地、省级旅游特色村、省二星级乡村旅游点等称号。

3.自然资源

全岛属亚热带海洋性季风气候，四季分明、冬暖夏凉、阳光充足，全岛现因未经开发呈原始自然状态（没有工业、没有车子），空气质量极佳，达国家一级标准。同时，噪声质量达国家0类标准，水质达国家一类标准。

4.交通状况

海上交通：岛上有大小交通码头3座，船班自朱家尖里湾码头发船，朱家尖经停白沙至柴山往返一天4个航次，航程20分钟左右。陆上交通：岛上无机动车，路上通行均为步行。岛际交通：白沙岛与柴山岛之间现由三艘渔业辅助船运营。

5.项目定位

白沙岛目前尚无具体开发定位，可开发成集休闲度假、健康养生、产业基地等为一体的中高端综合业态。

Baisha Island Integrated Development

1.Project Location

Baisha is located in the eastern sea area of Putuo District. It faces the Guanyin Putuo Mountain across the sea from the northwest and is separated from the Luojia Mountain by water. It is 2.2 km west of Zhu Jiajian and consists of 2 live islands and 25 uninhabited islands in Baisha and Chaishan. Land area of 2.88 square kilometers.

2.Humanity History

According to records, Baisha had human activities long ago. The current residents have been living in the island for 630 years. As early as the 8th century BC, the Silk Road Tokaido route was opened between the Tang Dynasty and Japan and the Silla Kingdom. Starting from Minnesota (now Ningbo), it sails eastward through the Dongting Sea area (Waiyangan) of the Baisha Islands. Dongtingshan is the first island on this route to enter China. Therefore, Baisha had said “China Silk Road and East China Sea First Station” long ago. The Tang Dynasty Wang Wei's poetry “Standing in Susan, overlooking the white sand. The flock of birds flies, and the sun is hidden.” The prime in the poem is the eel, produced in the East China Sea. At the same time, Baisha islands are located at the end of the sea in the sky, with blue sky and blue sky and reefs and strange stone shows. It is a heaven paradise for the god of love. It can be described as “the sea is not dry, the stone is not bad, the love is for a hundred years, and the deep feelings are always between the mighty sea and the sky. Therefore, the cultural connotation of “Eros Island”, the attractive charm of the sea fishing base, and “If there is no one-third of martial arts, Dirty saddle with fish silk”. The folk speeches of Baisha Island outline the unique source of tourism and leisure in Baisha Island. Baisha has been named as the first batch of well-off townships, provincial-level health townships, provincial-level ecological townships, provincial-level civilized townships, national-level sea fishing training bases, and provinces. Fisheries and leisure bases, provincial tourism villages, and provincial two-star rural tourism spots.

3.Natural Resources

The island has a subtropical oceanic monsoon climate with four distinct seasons, cool winters, cool summers, and abundant sunshine. The island is currently in its original natural state (no industry, no cars) and has excellent air quality, reaching a national standard. At the same time, the noise quality reached the national 0 standard and the water quality reached the national standard.

4.Traffic Condition

Maritime Transportation: There are 3 large and small traffic piers on the island. The boat class starts at Zhu Jiajian Liwan Wharf. Zhu Jiajian runs 4 voyages a day from Baisha to Chaishan. The journey takes about 20 minutes. Land transportation: There are no motor vehicles on the island and all roads are on foot. Inter-island transportation: There are three fishery auxiliary vessels between Baisha Island and Chaishan Island.

5.Project Objectives

Currently, there is no specific development orientation for the Baishan Island, and it is possible to develop mid-to-high-end integrated operations that integrate leisure, vacation, healthy industrial bases.
